Shel has the first two steps right. Third step would be a huge step in the wrong direction.

Reward loyalty to a drafting team. Players can sign up to 5 years with their original drafting team. They can sign up to 4 years with a team if they were traded by their original drafting team to that new team. A player can only sign up to 3 years with a completely new team that he was not drafted by or traded to by his original drafting team.
