This is one of the indicators that Aaron Sorkin, who originally wrote the stage play, never spent a day in the service. Truth be told, he didn’t really even research it all that well.

I'm not really sure how many Marines are stationed in Gitmo, but you would think it being led by an O-6 indicates a sizable command. There is absolutely no reason for a full bird colonel to be interested in the behavior of an E-1 unless he was getting NJPed. The matter of Santiago most likely wouldn't have gotten above the platoon level in an actual situation involving a code red.
