One theory WRT how the Totalitarian Staat operates to keep the people mentally and spiritually crushed and subjugated by the overwhelming presence and authority of Der Staat is to prepare a narrative that is obviously a lie, and then let the people observe how everyone accepts it as the truth, despite that fact that it is obviously false.

In that fashion, whomever might be thinking of raising a voice of dissent against the governing zeitgeist will take pause and realize that any dissent is futile, because the people are immune to ANY "truth" outside of what Der Staat says is "the truth".

Perhaps the obviously fake birth certificate can be viewed in this context -- nobody bothers to challenge this obvious forgery, and, this illustrates the absolute subjugation of the minds of the people at the hands of Der Staat.
