Why is that only a requirement on one side? There are PhDs on that list who studied electrical engineering, mathematics, computer science, civil engineering, and nutrition.

What makes someone qualified to speak on a subject? Expertise in that subject. Everyone has on opinion there is no requirement
There is no "side" in a scientific arguement that has merit without experts in the field

ok great none of those are about biology which is the area of science this is involved with. There's a huge range on that list with plenty of geology, aerospace engineering, and food scientist PhDs in there too. Seems like almost all branches of science are covered with a lot in Biology discriplines. I didn't go through the whole list but i bet there were some evolutionary biologists on there as well but I did not see any. Science is broad and expertise in one subject does not equate to expertise in another. If it did zoologists would be designing aerospace equipment but it doesn't work that way. So saying 1,000 PhD scientists disagree with a theory doesn't mean all that much unless they are experts in that field.
