i took the one-eyed man as an operative who nobody would suspect of being so

He was also calling her out the same way Wayne had about using the events to become famous.
I'm thinking he ends up being good. Maybe has wind of what Hoyt does and was trying to save them.

Correct. The one eyed man was trying to determine if Amelia was on to them or not but doing it in a way to make it look like he was concerned about the girl.
Also, he was probably a hoyt employee who lost his eye on the chicken line years ago but they found him more meaningful work doing "special projects" for the hoyt family.
