Nobody "can't". Sure some will be more of a natural and have a higher ceiling than others, but anybody can learn how to play a few chords on a guitar or piano. Even that alone is enjoyable.
It's exactly why learning a musical instrument encompasses the things the OP is after (mental engagement, discipline, etc), because it's fricking hard.

Sure, I played PF's "Wish You Were Here". It was stressful and didn't come naturally. A backflip on a balance beam was way easier.
