At 12 you would normally be moving up to Junior class but he should try to get into Cadet before he ages out. Junior class can be very competitive.
For Cadet you are looking at something like a Tony Kart Cadet/Mini with a Rotax Minimax engine. So figure about 7k for a new kart and engine but there are plenty of used Cadet class carts around.
