I get what you are saying but allowing open transfers would be total mayhem.
Say you are Tulane and you get a diamond in the rough at RB who blows up as a sophomore and runs for 1500 yards and 15 TDs. With open transfers, that kid can now go to Bama or LSU or Clemson or whoever without a second thought.
How are teams supposed to compete if their best players can leave at the first sign of success?
On the flip side, how is a team like LSU supposed to have depth if every 4 star can transfer the second they don't win the starting job.
Open transfers just isn't a viable plan. At least not without completely changing College football as we know it.

You’re forgetting a very critical aspect of this, which is the fact that the team receiving the transfer has to have a scholarship spot on the roster available. Teams will still be limited because of the 85 man limit. Maybe you change the rule so that a certain number of your scholarships on a yearly basis can go to transfers, or maybe you leave as is.
Schools won’t be able to accept an unlimited amount of transfers.
