A special council needs to be appointed to investigate if Nancy is preventing Trump from upholding his constitutional duty and thus potentially causing the law to be broken.
How can we know unless she is investigated by the FBI and DOJ if any crimes have been committed?

All he has to do is send a written report on the state of the Union to Congress. The Constitution doesn't require the president to actually give a speech.

A letter is all that is required. She is stopping nothing other than one way a POTUS can deliver it
