No, not necessarily.
I will give you a hypothetical example, since I don't know this case.
Let's say I'm investigating a murder in Los Angeles. I plug DNA into these databases and get a hit.
It gives me a name of someone that lives in Michigan and tells me it's a 3rd cousin named Bob Jones.
Now my next step is to dig into Bob Jones family tree. It may be as simple as calling and asking him.
If I can find a 3rd cousin of Bob that has spent any time in Los Angeles then I have a pretty damn good suspect to look at.
