The consultants are spending weeks at city hall because it’s a cluster and the peeps they are meeting with are all pushing their agendas. The “answer” for all this is more money for the workers, which isn’t going to do shite except justify a pay raise for her cronies. This will, however, boost Broome’s political points with her people plus if the recommendations work she looks good and if they don’t, she has a scapegoat.
