Throwing White out of a football game for what he did should be criminal.
Discussions surrounding changing the rule should involve a lawyer playing video of that play to the decision makers, turning around and saying, "y'all threw this kid out of a football game for this you fricks," and then walking out.

I think it was West Virginia in their bowl game but the kid who basically speared the receiver while he was on the ground would be a good example of what targeting 2 should be.
