Totally. Why would a hostile nation try this, which likely would not be successful, and face certain annihilation via a military response?

A computer software program to jam the grid and electronic infrastructure, although difficult, would be more likely to succeed and more difficult to detect the source. It's just not as scary to those addicted to AM shock radio programs as an EMP pulse attack.
