My take
5 power 5 champs
*provided they are ranked in the top 10
3 wildcards
*group of 5 auotmatic if in the top 10
The BCS formula would be used
The committee ranks the 8 eligible teams (meet ONCE to determine top 4)
The top 4 play at home
No "two team restriction" per conference. If a spot opens up due to a weak conference champ not being eligible, and the Pac 12 has 5 teams...so be it.
