To clarify a bit, the economy didn't "slow down" it plummeted due to a collapse in energy prices. Now this really didn't affect state mineral revenues, they were mostly forecasting a decline and not that much goes to the general fund anyway.
However the slump in energy affected the rest of the economy as workers were laid off. So actually it was a hit to income and sales tax that really affected the budget.
Our tax structure isn't too dependent on mineral revenues...our economy is too dependent on energy prices.

Absolutely. You would think that after 2-3 busts in the last 30-35 years we would learn about the fickle nature of the OG Industry.
