It should be less about penalizing teams that don't play a conference championship game and more about rewarding those that do. Plus Notre Dame will literally never join a conference so exceptions like that will always have to exist, just the way it is with them.

Five P5 conference champions, two at-large and the best G5 conference champion doesn't leave that much wiggle room for teams that don't play a conference championship game either, but if they do get in it means they're definitely ranked in the top 8 and deserve their shot.

Maybe the final CFP rankings should be released before the conference championship games and freeze until after the bowls? That way a conference championship game wouldn't hurt or help a ranking, but serve as a true "play-in"

ETA: there'd also probably need to be a clause where if no G5 is in the top 16 or whatever then just use three at-large bids, and of course no more than two teams from the same conference.
