Ohio State is a well oiled machine.
If you call missing the playoffs half the time well oiled, then I guess so?
They’ve been the most consistent program in my 23 years of following college football. Really the only bad year was the Luke fickell season. Aside from that, I can’t remember them losing more than 3 games. From cooper, to tressel and then Meyer, they’ve always been highly ranked.

They also lost 4 games in 2004, but they finished ranked since after Troy Smith emerged from the Zwick-Smith QB battle and Ted Ginn became a focal point they became quite a potent offense, to go along with the solid defense that was the norm under Tressel.
