I think they should get the 5%, and I have Atlanta United tickets. In reality, MLS should have a concrete rule, but the league sometimes bends to the will of Atlanta because they are in their own league in terms of what they can do and the money they invest as an organization.

Install some bleachers outside of the stadium but where they can still kind of see through the glass (kind of like the WC stadium this summer). Put Portland/SKC's extra 3k fans there.
