He's always had very low INT numbers because he'd rather take a sack or throw it away.
He's had two 50 sack years and is on pace for another. He is also on pace to have almost double the throw aways of any other QB this year (maybe even a record for throw aways in a year by a good bit).
He doesn't take the check downs that he should because he's constantly looking for the deep shots and trying to extend plays to find them.
So yes his numbers have always looked pretty, but they haven't been effective for a few years now.
Edit:
Just compare him to Brees. Brees has been slinging it into tight windows all year and still only has as many INTs as Rodgers (not counting that bs one where the receiver was tackled and not called).
Brees is literally threading it into two defenders, while Rodgers is not taking those types of chances and really never has save for rare occasion.
