Something will happen to piss off the voters that the democrats want. Then they will be forced to change their tune to keep their elected positions. Then will just approve enough money to save their jobs right before the 2020 election.
Most people will not see the wall finished. It is like building a new bridge to cross the Miss river near Baton Rouge. All talk and funding will come and go to build a few sections here and there.
