If anything go to 36 and create a first and second division

36 teams is entirely too big and isn’t sustainable esp when the league doesn’t generate big revenue and doesn’t have the in county talent to produce

With the way they do expansion you are never going to see the newer owners agree to that.

Dallas would be second tier for as long as the Hunts were involved. They'd be like one of those poor arse Euro teams that could move up by winning their division but choose not to.

That would be a long-term goal.

-Get to 36 (East/West, each conference has a champion each year, table format, no inter-conference play)
-Have a yearly tournament using the top 8(or all 18?) from each conference from the previous season (make that the MLS Cup). Run it concurrently like every other cup.
-Build up the USL pyramid. Get all 3 levels on stable ground.
-Once all that is done, then you can shift to something like a 20 team MLS 1, 20 team MLS 2, USL Premier League becomes the 3rd level, etc. Would be a total of 5 divisions.

I think more than just ~20 cities need to get that taste of 1st division soccer in order for us to really have a fully stable pyramid.
