It didn't give an opinion either way on the existence of insurance. He was speaking of the correct wording.
And insurance that covers pre-existing conditions is, in fact, not insurance, but rather a medical subsidy or guarantee.

Is it a preexisting condition if your current provider has to cover a claim that originated prior because you swtitched jobs with no lapse in coverage?
How does your current insurance provider feel about that?
