Well first of all, he was requested to attend, and you can't be arrested for saying no to a request. Second of all, it's doubtful that Rosenstein would issue an arrest warrant on himself even if he ignored a Congressional subpoena. This is why these Congressional committees are worthless. They are absolutely toothless, Congress can not independently do anything to anyone, just like when Eric Holder flat out lied to them they held him in contempt, big damn deal. It has zero effect on his life.
