Mexico City is the correct answer.
Quintonil (#11 in World)

Can eat at both for under $200 pp for tasting menu and drinks.
Medium $ ($20ish pp):

Pasillo De Humo
El Parnita
Taco Stands
El Vilsito
Los Cocuyos
Marisqueria el K-Guamo
El Turix
Taqueria Los Parados
El Farolito
El Califa
Drink:
Felix - Mezcal Bar good Cocktail
El Palentquito = Tons of Mezcal
Licoreria Limantour - Swanky
La Botica - Divey

This sounds like a great trip. Any recommendations for places to stay and other things to do?

I second this suggestion. The wife and I did this in July and had an amazing experience. Pujol is beyond words, just fantastic. Quintonil was great but hard to compare after having such an amazing experience at Pujol.
ETA: we stayed in the Polanco neighborhood and it is very safe and very nice. Almost too nice to be honest. La Condesa or Roma Norte would be worth looking into as well. Ubers are cheap. There are a number of world class museums close by which would be a best bet for keeping things simple on a quick trip. A lot more low brow but Lucha Libre was a great time. Cheap beers and the crowd was hilarious.
