Here is what he means.

1. Let's say Kavanaugh is not confirmed by a one or two vote margin.

2. Remind the voters in the red states who had Democrat senators up for reelection who voted no on Kavanaugh exactly what those senators did over and over from now to the midterms.

3. Hopeful result will be a net pickup of two or three seats in the Senate for Republicans.

4. After the new Senate convenes in January renominate Kavanaugh under the theory that the new senators would be yes votes replacing the one or two no votes that kept Kavanaugh from being confirmed before the election.

It's not a direct vote by the citizens but the citizens can affect the vote indirectly by voting out a few of the no voting senators and replacing them with senator who assumedly would vote yes and then go through another round of hearings on Kavanaugh ending with another vote. Only downside would be that a Democrat senator who votes yes for Kavanaugh now and wins reelection could then vote no for Kavanaugh after the next round of hearings because the voters would have six years to forget about the vote before that senator is up for reelection. Mancin would probably be the only one this could apply to though.
