You're taking appeal as a legal or procedural mechanism which is not what he meant.
He's saying if Kavanaugh got voted down he would "appeal to" aka argue to Trump, to state from his bully pulpit that he intends to nominate Kavanaugh again. If the American people want Kavanaugh, they will vote out the senators that voted against his confirmation during the midterms. Then, presumedly, Trump would nominate Kavanaugh and another vote by the Senate would take place.
There's no rule that a potential Justice who is voted down cannot be renominated as far as I know.

Nope. And, there is no rule that cannot be suspended by the Senate Majority Leader that would require the new nomination be sent to the Committee on the Judiciary. It could be moved straight to the floor, debate, cloture vote after attempted filibuster, vote on the nomination and voila new associate justice.
