there was little substance to his diatribe, but it was the way he was saying it, with his sackless, timid voice almost cracking into tears with each breath
It was more him throwing a line out there to see how the public opinion polls would track for his run at the white house

He was basically apologizing to the two victims for the way they have been mistreated by the Republicans.
