You answered the question. It's the fact that you get out of serious jail time or punishment. It has the added effect of you POTENTIALLY being more dangerous. However, most people would rather learn from the experience of being convicted instead of being jailed.

I see what your trying to do. But it boils down to what benefits the individual perpetrator not the community. That's why it's called "criminal" justice not community justice.
