I don't know the exact answer (I'm sure you can look it up) but I believe the top 14 or 12 or some number of teams qualify for revenue sharing. So even though they'll never podium there is a race within the race to get to one of those spots.

There are only 10 teams right now but you're basically right. They get money based on the points they score.
