I’m just thinking that if there was a minimum 1000 dollar fine per person rescued after an evacuation order was given, people might be more inclined to pack their shite and leave.
We already can't have voter ID laws because minorities can't go get a free state issued photo ID. Imagine threatening a poor person with a $1000 fine when they have no way to evacuate. You want to have these poor people forced to walk for miles carrying all of their important possessions to avoid a fine that they can't afford?

Well they can always take the bus like they take it for everything else. If you’re too stupid to find a means of transportation out of the path of a hurricane then maybe you’re time is up.
