Reagan was right "Washington doesn't have a revenue problem, they have a spending problem" and then proceeded not to do anything about it.

if you raised taxes today to equal our spending and next year you would have to raise taxes again to balance the budget. Spending is growing faster the GDP is growing.

We have a spending problem, not a revenue problem.

Reagan had a democrat legislature, howling that he and the Republican party wanted to starve children and old people, destroy the environment, and incite a nuclear war with the USSR, any time he proposed cuts in the federal budget. There was not then, nor is there now, any mechanism for the president to cut wasteful spending out of the federal budget.

Trump is in much the same boat, but half of the legislature that can't seem to spend other people's money fast enough are in fact republicans, who get themselves elected by selling their constituency on how conservative they are, how fraudulent and wasteful the federal government is, and how they are going to stop it.
