Anytime you would turn on the heater is when you would use it. Which is plenty. And even a gas fireplace is more energy efficient than heating the entire house.
Regardless of use or need, it’s a nice amenity. Who uses a dining room? How often do people use the giant freestanding tub that’s next to the shower that they use everyday? Why have granite countertops when Formica does the job? Why have ceilings over 7’ high? It’s just wasted space. If you are looking at a house from a strictly logical, functional standpoint the fireplace is way down the list.
