This times a bazillion.
No one crafts legislation like this with the intent to make people into government addicts, they look at it as "what would *I* need in order to recover from this". The problem is that their point of view enables those that seek to abuse the system.
Another poor point of view issue is that the more use a program gets, the more successful it is deemed to be. The more successful it is, the more it gets expanded (because if X is great then X+1 will be even better!). The problem is the "success" is people getting into the program and never leaving it (mainly because there's no weaning-off process).

I think you're giving the politicians too much credit. I believe there are many who do exactly that
