I agree on legality. Its not out of the realm of intelligence to avoid a bad situation, as well, though.
I could drive through all through the Fifth Ward in Houston at 1 AM, but I don't.

It's the dude's right, he was doing nothing illegal. But at the same time, if $29k is that important to you, and you know the messed up CAF law, is it really a good idea to walk around with $25k? If this guy often carries lots of cash around I'd think he'd be well aware of CAF and the cops' ability to just snatch your money for no real reason.
It's legal for me to take my 2 young kids anywhere I want to any public place or street in America, but it wouldn't be the smartest decision for me to take my 2 young kids right into the heart of the gang fights in Chicago at 2am, would it?
It's basically the same thing, except it's the cops robbing you of your money and doing so legally by law.
