I would think your four foot section need to be 6-7’ and that 6’ section need to be 10’ of h20 or am I way off base

You're preaching to the choir.
The dirt guy just keeps saying, "lets get some water in it and we'll add to the spillway to raise the level as needed."
In my opinion that doesn't need to be raised, the entire pond bottom needs the be bull dozed and scraped another 1-3' lower. You can't do that once there is water in it without pumping it out. And he knows that... They keep saying it's going to be 10' in that lowest corner. The levee isn't but 9' tall and the water line will be well below the top of the levee.
I've raised the issues over and over again.
