Wrong. Sometime in the last few years I remember reading some new Fed guidelines or statutes requiring gift card purchases to be ID required.
It was tied in with a year or 2 long common occurrence of money laundering. Talking people carrying suitcases full of gift cards all at the max amount and when traced to point of purchase was always cash.
Without the photo ID requirement it was an easy way to avoid the Suspicious Transaction Report limit at banks. Convert "x" thousands of dollars into gift cards to transport and then convert back into cash somewhere else.
Usually suspected drug money laundering but could also be counterfeit goods, institutional theft, etc..
