I tend to think it will be around for a while. Worst thing they could do is likely cap it, which probably isn’t a terrible thing, as long as the cap makes sense. I’ll pay 3-4%, at worst, to know my tax dollars are being spent on something useful and impactful.

I made my contribution already. Seems the SOP submits contributions quarterly and the state acknowledges them with some kind of receipts about 6 weeks latter. I wanted mine by year end so I can file early in 2019 and get the taxes I have already paid back quicker.
