Sigh up for Golf Genius and Handicap Server. Golf Genius will score your events and load scores to Handicap Server, which will establish a USGA type Handicap for your guys. End of the day, it’s going to take several rounds before your system is really fair. When guys are signing up, ask them to tell you their last 4 scores on the honor system and use the average In the meantime. try to work in some formats like best ball and blind flight your events after the scores are turned in. Or have guys draw a Playing Card at the end of the round... 10 means only their front 9 counts, J means only their back 9 counts, Q means odd 9, K means only even. These things can neutralize sandbagging to an extent..

This is about all you can do until you get some history. We make our new members not coming in with a USGA index play 4 rounds as non competitors before they can start competing against our members.
