Have a qualifying tournament (or period of a few) that’s flighted after the round. From there use tournament or outing scores to determine handicap. Will be volitile early but will level out in the long run.

I am so lost when it comes to handicaps. I see it on the card on the course and have no idea what it means.

All I know is the lower you have the better.
