That particular vehicle has probably been run through a "third shop" in the military. When vehicles get so worn out they can't really maintain them anymore they send them to a place on post where they completely restore them. When they come out the other side they are like brand new. In many cases they will change out the odometer with a new one.

That HUMVEE has 47 miles on it after a full restoration.
