From what I have heard buy then after someone else has done the decommissioned them and done the leg work of getting them registered.
It isn't that it is hard, but it seems to be worth the extra money to just drive it off a lot.

in Arkansas, you have to be a non profit organization to purchase one such as a volunteer fire department and such. We bought one a few years ago to use as a brush rig, it only had 2100 miles on it. They check regularly to make sure you arent using it for pleasure.
