so let me see if i can restate what you're saying here. you've said that an import tax is not a tax because you don't have to import. an income tax, however, is a tax, even though you don't have to earn taxable income.

have i interpreted you incorrectly?

and would you answer regarding whether sales and excise taxes are in fact taxes as well, given that they tax optional transactions?
