These fear of 'authoritarian' regimes using such a law enacted under freedom loving times in really silly.
As I have stated before - allowing masked mobs to roam free threatening citizens is the surest way of achieving this authoritarian govt you fear.
AND - an authoritarian govt would certainly enact/ignore any law the wanted in the first place.
The best way to protect from authoritarian govts is to not allow them to come into power - once in power, all is lost anyway,
You certainly don't think the absence to a 'no masked mobs' law would stop them from doing whatever the hell they wanted anyway. Do you??

Only applies if you are terrorizing, oppressing, threatening or committing violence. So don't terrorize, oppress, threaten or commit violence. Then you can go about your business all day with a mask. Same as the KKK.
