I wonder about this. Mueller requested that Rosenstein redo his marching orders three weeks after he started, this is one of the memos Rosenstein refused repeatedly to release. Some say it gave Mueller Caesar like power AND OFFERED IMMUNITY TO HIM AND HIS TEAM. It would explain why they have been trampling on rights like Sherman through Georgia, with impunity, and not a peep from Rosenstein.

Here's a summary of said memo. Don't ask me how I got it.
"Robert Mueller has authority to do whatever is necessary to facilitate the removal of the current President from office. He may use whatever means necessary, including the fabrication of crimes and charges, leaking whatever he deems necessary to whomever he deems necessary, including destroying the lives of Trump and anyone who has ever been associated. Furthermore, he and any members of his team both present and future are hereby granted immunity to any prosecution that may arise. Go get 'em, Honest Bob.
