so what's your solution? they can swindle some folks out of money or we can arrest them/shelter them with taxpayer money coerced from us by the government under threat of violence.

Unfortunately yes. The problem is all the bleeding heart retards who STILL insist on giving them money. I hate them worse than the beggars.
