No.....it's really not unsafe if everyone is doing what they are supposed to. Keeping safe distance, paying attention. You should easily be able to slow down and not ram into the back of a car just because they are going slower.
Now is it unsafe in reality because the typical driver isn't responsible enough to drive correctly.....probably. But if you follow what he said and everyone follow the laws and pay attention.....then it's not unsafe at all.

Like..... going the speed of traffic? Not 30mph under it?
Let’s take the interstate fast lane example.
The person that is driving 5mph under the speed of traffic in the left hand lane of the interstate is exponentially more dangerous than the guy going 5mph OVER the speed of traffic.
When you are going slower than the speed of traffic is, you force everyone around you to react TO YOU, forcing numerous situations for problems to occur when they wouldn’t occur had you simply gone the speed of traffic.

There it is again, if. You saved it though and resolved your own issue.
I wish everything and everyone would work/drive/ride as intended. The fact is that they don't and they never ever will. It's not a matter of if.....it's only a matter of when....and the answer is never if you don't take the risk. No matter how much you hate that this is the truth, that this is how it is.... doesn't matter, it's still never going to be a good idea to bike on a regularly traveled road. You don't have to like it, but it doesn't change the fact.
