"Reported" crimes is the key.
If the authorities refuse to take the report then the statistics don't reflect it. They did stop taking reports of rape by Mooselimbs, they did stop taking reports of sexual assaults on kids by Mooselimbs. They did stop taking reports of violence committed by Mooselimbs.
If they do not take the reports then the reports never occurred, therefore, number of reports decreases.
