A ruling that is obviously open to some interpretation. If it were as clear cut as you are saying, two ex players in Noblo and Duval wouldn't have said he should have been DQ'd, and even going as far as saying a lesser player would have been DQ'd on the spot.
The officials could have used one of two rules to cover Phil's action and they chose the one that didn't DQ him.

Wasn’t there a poll for players and one of the questions was who the least liked player, with Mickelson being the nearly unanimous answer?
