Devin Nunes admitted last night that they knew a month prior to Comey announcing the reopening due to an FBI member bringing them that information. If HRC was elected, the Republicans could have held that over her and the FBI. Comey knew it was going to break and thus wanted to pretend they were looking into it, rather than leaving that potentially hazardous loose end

Comey knew Hill should have been charged but he did not want to be exposed. Comey conducted FBI business on his personal electronic devices which is against policy.
We believed Comey was by the book but he was rogue. How could Comey charge Hill when he was doing the same as Clinton.
