Yes but midichloriens are biological organisms and it is heavily implied that there is a direct correlation between the amount a person has and how strong they are in the force.

If you can test and get accurate counts of the organism in your blood, you should be able to clone/replicate them. No way these simple microscopic organisms living inside cells are more complex than an entire human (Boba Fett).

And if they live in all cells of every living thing and the more you have the stronger the force.....
